Regarding permits,
I had some interesting conversations with confused people today. I know from my research that in many states CCD (clean construction debris) is acceptable backfill material. Any pvc pipe and tires will have to go but hey any Conway resident can drop off 4 tires a year at the landfill for free maybe we can get by on the cheap, I have a pick up. Actually, as far as the construction part of it, Conway does not have jurisdiction over state owned property.
As far as ADEQ, well I called them first and was advised to call the city. Then I called ADEQ back because I wanted to make sure that they really didn't require a permit (the person I talked to seemed confused). Now I'm waiting to hear back from Andrea Hopkins to make sure we'd be in compliance without a permit. I guess people are unsure because we're not planning to dispose of the CCD we're just moving it around and covering it. But I know in Illinois you need to have a permit just do that (they recently changed the regs).
And for those of you who don't know me very well; I was just kidding about using my truck to haul the tires to the dump! Luckily we only saw one tire and one length of pvc pipe, maybe there isn't that much of that stuff buried under there.
